Shorewood Liquors for sale

In a sudden change of events, Shorewood's Council recently voted to sell its two liquor stores. The effort was spearheaded by Martin Wellens who is generally opposed to governments running a business.
For Sale.An interesting part of the story that appeared in the Lakeshore Weekly News is its statement that: "
the city cannot simultaneously operate a municipal liquor store while a private store is operating in the city." This appears to apply to all cities. While I am not sure about this, it seems that if someone opened a liquor store in Mound, that would close down its municipal liquor store. I'd appreciate further information about this.
