Hanus replies to McCanney

There's been a recent exchange of letters in the Laker between James McCanney and Mound Mayor Mark Hanus. The mayor has assured us that the city is not in a state of chaos.

McCanney wrote that Hanus promised zero spending from the city, when what in fact he did propose was modified zero based spending that differs from the more traditional budgeting process. Typically budgeting involves justifying any increases, while zero based spending requires a justification of all spending. I don't know what know exactly what
modifications Hanus would make to this definition.
Bigger imageWhile trying to look at some of McCanney's charges, I looked around for:
www.ourmound.com, Hanus' old campaign website. It's gone. I even tried
the waybackmachine that assists such searches. I had no luck with that either.
There was a mention by Hanus during the campaign about a 30% budget increase over the past two years. I don't know the current state of affairs with Mound's budget, but there is the issue raised by McCanney about, "$1 million of additional downtown parking". Hanus defends that as helping private property owners, which it arguably is. Yet these same owners needs, are not been completely divorced from the council's prior actions. Mound itself has been holding a fair amount of the property at issue for a number of years.
McCanney also brought up an apparent $300 fine per quarter for not having a new water reading meter in our homes. Hanus replies with something like, what used to take 40 hours to do, now takes 4. But, at $300 a pop, I think McCanney has a point.
McCanney concluded his letter calling for the recall of Hanus and councilman Greg Skinner. And there were other issues raised that I haven't covered. See the letters:
