Another Parking Ramp in Mound

There's a recent story in the Laker about the Auditors Road project that covers Mound's negotiations with the company, Mound Harbor Renaissance Development, LLC of 1521 94th Lane NE, Blaine, Minnesota. Where we are at, is building a building to house at least a restaurant.  The restaurant is unnamed for what I call unclear reasons.  

The developers have said, as I interpret the Laker story, another parking ramp is needed. They may be right, but I'd feel a little better if Mound came up with this idea first. Mound could pay 80% of the cost of the ramp. It's tempting to conclude that one restaurant equals 80% of a million dollar ramp, but that wouldn't be fair. The secret restaurant would pay for it's parking, assuming it uses 20% of the ramp. But who is paying the other 80%. Future new businesses or existing business, or who? Let's say it's not a subsidy now. So are the businesses that follow the secret restaurant going to pay their share for parking?

Also noted is a unanimous vote by the Mound City Council that (as I read the article) if the developers come to them with this plan they will most likely accept.

      The question should be ... " Who owns the building? " being occupied by the business. Is it a leasing company? Is it the restaurant? Whomever it is should be footing the bill for their parking. As it stands now existing businesses are at the mercy of their landlords unless you are fortunate enough to own your own building. Why should the citizens of this community pay for a parking ramp that a business will profit from. Are they receiving TIF money/benefits? Should the developers and businesses share in the cost of their adventures, or are the citizens going to have to foot the bill just to have them agree to do business in Mound? How are other cities addressing these issues? Why should a developer come in and make his money, turn it over to a leasing company who most assuredly will make their money and then expect us to pay for the infrastructure. That seems to be a common theme these days. It will be interesting to see who on the Council asks these questions and what answers will come of it. Unless everyone benefits from these " Mound Visions " then it is not really much of a vision at all.
