Are the District's number right?

This whole post is one big assumption and opinion: Westonka Schools gets its tax increase numbers by following a formula set down by the state. The arguments for their numbers being right is that the state said so, the district followed the state's rules, and everyone else does the same thing. The District is just a robot doing what the states tells it to do when providing these numbers. Value what the state says or not, given its track record.

Are projections involved? Yes they are. Are we predicting the future? Yes we are. What do CPAs think about projections? Not much, and they try not to touch them with a ten foot pool, to keep plaintiff's lawyers at bay. 

One variable leading to different answers is the cost estimates of a new middle school, another is, whatever the legislature decides to do in the next 10 years, another is, the increase in the value of your real estate in the next 10 years. Another is, the increase or decrease in school enrollment in the district, and another is, the population of the district in the next 10 years. Another is, all the new development in each of the cities in the district in the next 10 years. So are the districts numbers right? I don't know.
